தமிழ்நாடு அரசு தொழில் முன்னேற்றக் கழகம் | SIPCOT (State Industries Promotion Corporation of Tamil Nadu)

• கொள்கைக் காரணிகளை மூன்று பகுதிகளாகப் பிரிக்கலாம். 
• Policy factors can be divided into three aspects:
  

கல்வி 

• திறமை வாய்ந்த மனித வளங்கள் தொழிற்சாலைக்குத் தேவைப்படுகிறது. 
• நமது மாநிலமானது தொடக்கக் கல்விக்காக அதிகமான கவனம் செலுத்துவது மட்டுமல்லாமல், படித்தவர்களின், எண்ணிக்கையை அதிகரிப்பது மட்டுமல்லாமல் அடிப்படை எண் கணித திறன்களை வளர்ப்பதிலும் கவனம் செலுத்துகிறது. இது நாட்டில் மிக அதிகப்படியான தொழில்நுட்ப வல்லுநர்களைத் தருவதிலும் பெயர் பெற்ற இடமாகும். 
• இந்தியாவில் அதிக அளவில் பொறியியல் கல்லூரிகள், பல்தொழில்நுட்ப கல்லூரிகள் மற்றும் தொழில் பயிற்சி மையங்கள் போன்றவைகளின் புகலிடமாக தமிழகம் உள்ளது. 

Education

• Industries require skilled human resources. 
• Apart from a lot of attention to primary education to promote literacy and basic arithmetic skills, the state is known for its vast supply of technical human resources. 
• It is home to one of the largest number of engineering colleges, polytechnics and Industrial Training Centres in the country.

உள்கட்டமைப்பு 

• மாநிலங்களில் உள்ள சிறிய நகரங்கள் மற்றும் கிராமங்களில் தொழில்மயமாதல் பரவுதலுக்கு மின்சார விநியோகம் சிறப்பான பங்கினை வகிக்கிறது. 
• மின்சார விநியோகம் மட்டுமல்லாது, தமிழ்நாடானது மிகச் சிறந்த போக்குவரத்து உள்கட்டமைப்புக்குப் பெயர் போனது ஆகும்.

• பொது மற்றும் தனியார் போக்குவரத்துத் துறைகள் ஒருங்கிணைந்து கிராமப்புற மற்றும் நகர்புறங்களின் இணைப்பை எளிதாக்கியுள்ளது, சிறு உற்பத்தியாளர்களை சந்தைகளோடு இணைத்து அவர்களுக்கு நற்பலனைக் கொடுக்கிறது. 

Infrastructure

• The widespread diffusion of electrification has contributed to the spread of industrialisation to smaller towns and villages in the state. 
• Along with electrification, Tamil Nadu is known for its excellent transport infrastructure, 
• especially minor roads that connect rural parts of the state to nearby towns and cities. 
• A combination of public and private transport has also facilitated rural to urban connectivity and therefore connect small producers to markets better.

தொழில்துறை ஊக்குவிப்பு 

• கல்வி, போக்குவரத்து மற்றும் ஆற்றல் வாய்ந்த உள்கட்டமைப்புகளுக்கு முதலீடு செய்வது மட்டுமல்லாமல், சிறந்த தொழிற்பிரிவுக்கான தொழிற்சாலை விரிவாக்கங்களை சிறந்தபகுதிகளில் ஏற்படுத்த முயற்சிகள் மேற்கொள்ளப்பட்டுள்ளன. 
• பொருளாதார சீர்திருத்தத்திற்கு பின் குறிப்பிட்ட காரணிகளான தானியங்கி, தானியங்கிக் கருவிகள், உயிரி தொழில்நுட்பம், செய்தி மற்றும் செய்தித் தொடர்புக்கான பிரிவுகள் ஆகியவை சிறந்த முறையில் நடைமுறைப்படுத்தப்பட்டுள்ளது. 
• எனவே பெரிய, சிறிய மற்றும் நடுத்தர பிரிவில் மேம்படுத்த உதவும் உள்கட்டமைப்புகளை நாடு முழுவதும் பல இடங்களில் தொழில்துறை மேம்பாட்டு முகமைகளை அரசு நிறுவியுள்ளது. 

Industrial Promotion

• Apart from investments in education and transport and energy infrastructure, active policy efforts were made to promote specific sectors and also industrialisation in specific regions. 
• Policies to promote specific sectors like automobile, auto components, bio technology and Information and communication Technology sectors have been formulated in the post reform period. 
• In addition, the state has put in place several industrial promotion agencies for both large enterprises and the small and medium segments, as well as to provide supporting infrastructure.

தமிழகத்தில் தொழில் விரிவாக்கத்திற்கு திறவுகோலாக செயல்படும் முகமைகள் 

• தமிழ்நாடு அரசு தொழில் முன்னேற்றக் கழகம் (SIPCOT - State Industries Promotion Corporation of Tamil Nadu) 1971இல் தொழில் முன்னேற்றத்திற்காக நிறுவப்பட்டு தொழிற் தோட்டங்களை அமைத்துள்ளது. 
• தமிழ்நாடு மாநில சிறுதொழில் வளர்ச்சிக் கழகம் (TANSIDCO - Tamil Nadu Small Industries Development Corporation) 1970இல் தமிழக அரசால் நம் மாநிலத்தில் சிறுதொழில் முன்னேற்றத்திற்காக நிறுவப்பட்ட ஒரு அரசு நிறுவனமாகும். 
• சிறு தொழிற்பிரிவின் புதிய நிறுவனங்களுக்கு மானியம் மற்றும் தொழிற் நுட்ப உதவிகளையும் இந்த நிறுவனம் வழங்குகிறது. 
• தமிழ்நாடு தொழில்துறை மேம்பாட்டு கழகம் (TIDCO - Tamil Nadu Industrial Development Corporation) 
• நம் மாநிலத்தில் தொழில் தோட்டங்களைநிறுவுவதற்கும் தொழிற்சாலைகளை மேம்படுத்துவதற்கும் உதவும் மற்றுமொரு அரசு நிறுவனமாகும். 
• தமிழ்நாடு தொழில் முதலீட்டுக் கழகம் - வரையறுக்கப்பட்டது (TIC - Tamil Nadu Industrial Investment Corporation Ltd) புதிய தொழில் பிரிவுகளை நிறுவுவதற்கும் தற்போதுள்ள தொழில் பிரிவுகளை பெருக்குவதற்கும் குறைந்த அளவிலான நிதி உதவியைச் செய்கிறது. 
• தமிழ்நாடு சிறுதொழில் கழகம் - வரையறுக்கப்பட்டது (TANSI – Tamil Nadu Small IndustriesCorporationLtd) சிறுநிறுவனங்க ளுக்காக நிறுவப்பட்ட முதல் தொழில்துறை நிறுவனமாகும். 

The following are some agencies that have played a key role in industrialization in the state

• SIPCOT (State Industries Promotion Corporation of Tamil Nadu) - was formed in the year 1971 to promote industrial growth in the state by setting up industrial estates. 
• TANSIDCO (Tamil Nadu Small Industries Development Corporation) - is a state-agency
• of the state of Tamil Nadu established in the year 1970 to promote small-scale industries in the state. It gives subsidies and provide technical
• assistance for new firms in the small scale sector.
• TIDCO (Tamil Nadu Industrial Development Corporation), 1965 - is another government agency to promote industries in the state and to establish industrial estates.
• TIIC (Tamil Nadu Industrial Investment Corporation Ltd.), 1949- is intended to provide low-cost financial support for both setting up new units and also for expansion of existing units.
• TANSI (Tamil Nadu Small Industries Corporation Ltd.), 1965 - It is supposed to be the first industrial corporation operating in the domain for small enterprises.

தொழில்மயமாதலின் பிரச்சனைகள் 

• தமிழகம், நமது நாட்டின் சிறந்த தொழில்மயமான மாநிலமாக இருந்த போதிலும் சில பிரச்சனைகளை சந்திக்க வேண்டியுள்ளது. 
• வேதிப்பொருள்கள், நெசவுத் துறை மற்றும் தோல் தொகுப்புகள் மூலம் வரும் திரவக் கழிவுகள் நமது சுகாதாரத்தை கெடுக்கிறது. 
• இந்த திரவக் கழிவுகள் சேரும் நீர் நிலைகளை மட்டுமல்லாமல் அதையொட்டியுள்ள விவசாய நிறுவனங்களையும் மாசுபடுத்துகிறது. 
• உலகளாவிய அளவில் போட்டிப் போடுவதற்காக முதன்மையான தொழில் நுட்பங்களை பயன்படுத்துவதால் நிலையான வேலை வாய்ப்புக்கான குறை ஏற்படுகிறது. 
• பணியாளர்களின் தரமானது, இன்றைய காலகட்டத்தில் தற்காலிகமாக பணியமர்த்தப் படுவதால் குறைகிறது.

Issues with Industrialisation

• Though Tamil Nadu has emerged as a relatively highly industrialised state in the country, the state faces a few issues in sustaining the process. 
• To begin with, some clusters, especially chemicals, textiles and leather clusters, tend to generate a lot of polluting effluents that affect health. 
• The effluents also pollute water bodies into which effluents are let into and also adjoining agricultural lands. 
• Second, employment generation potential has declined because of use of frontier technologies because of the need to compete globally. 
• Quality of employment also has suffered in recent years as most workers are employed only temporarily.
